Children younger than age 18 cannot possess a handgun or its ammunition under the crime bill President Clinton signed into law. The Violent Crime Control and Law Enforcement Act of 1994 (P.L. 103-322), effective Sept. 13, also prohibits adults from selling, delivering or transferring a handgun or ammunition to a juvenile. The ban does not apply to children who have a parent's written consent or who use the gun for employment on a ranch or farm,, or for target practice, hunting or safety instruction.
