Private physician participation delayed: Shipping problems hamper free-vaccine program

The federal initiative to provide free vaccine to children officially started Oct. 1, but distribution problems have forced several states and cities to delay private-physician participation.

In late August, Clinton administration officials dropped plans to use a central warehouse distribution system for the Vaccines for Children (VFC) program after several congressional members voiced concern over the system's effectiveness.

States and cities choosing to receive vaccine from the central warehouse had little more than a month to make other distribution arrangements.
