These are uncertain times for Washington state's health care system participants.

It's not as if state officials don't have a law in place for mending Washington's health care system. They do.

The Health Services Act of 1993 uses a six-year timeline to gradually provide increasing numbers of people with health insurance. By July 1999 all Washingtonians are to be covered.
