The 103rd Congress finished its first session Nov. 26 by approving the Brady bill (P.L. 103-159), which requires a five working-day waiting period and background check for all handgun purchases. It becomes law Feb. 28. The AAP-backed law will authorize $200 million annually in state grants to help develop a computerized instant background check system. It calls for the waiting period to be eliminated after five years, regardless of whether the check system is available nationwide.
